Applications By Design, Inc. (ABDi)
A: ABDi is the gate access control system we have upgraded too. It offers a better user interface utilizing modern technology for members, staff, and guests.
A: Phase one is the implementation of ABDi for lodge and gate access. This change is for access for members, guests, associates and tenants, as well as the guest registration process.
A: Phase two is the implementation of ABDi at the amenities. (pools, beaches, etc) This will include QR and Photo ID Card to access the pools for guests, members, and renters.
A: The website for the Member Portal is gateaccess.net. The app, Gate Access, can be downloaded on both the App Store and Google Play. Homeowners will be able to access and update information using the app or online website, which will send this information straight to the gate.
A: Deeded Members, Residents who live at the property full-time and are ages 18 and up, Associate Members, and Long- Term Tenants. Children of Members ages 14 to 18 years of age are eligible, but not required to have a Photo ID Card.
A: Yes! Key Fobs will continue to work with the gates uninterrupted. If there is an issue with your fob after the launch, please take it to Member Services.
A: Yes, Photos ID Cards will be required as your all-in-one access pass that combines and replaces your wristbands and gate cards. All gate cards will need to be upgraded due to incompatibility with the new system.
A: Photo ID Cards can be printed anytime at Member Services. Tenants can visit the rentals window at the MSB/Welcome Center upon arrival or at any time to upgrade.
A: They will have their own access for one person when you purchase an Associate Membership and will not count against the six passes you get as a homeowner.
A: Yes! To send a photo, please visit: https://alca.jotform.com/250295644569064. Please note: A valid Driver’s license with current photo is required.
A: Current gate cards are outdated and will not be compatible with the new system.
A: ABDi utilizes modern technology to streamline ease of access for visitors and owners. The Gate Access app and online portal will be unique to the property and will provide the ability to register visitors who then can go straight to the gate. Visitors will receive a QR code via text or email that will bypass checking into the office and can be scanned at the gates and amenities for the length of stay as designated by the owner.
A: Deliveries will not be affected by the changes. All deliveries registered by the owner can go straight to the gate.
A: Upon your first visit to Arrowhead, please stop into the MSB/Welcome Center first before trying to access the gate for your Photo ID Card.
A: Absolutely! Arrowhead Lake already operates and maintains all users’ information on secure servers. Our Tech company and all staff are dedicated to keeping Members’ information safe first and foremost. All data will continue to be secure and is used for security and accounting purposes only.
A: All vehicles for each property will need to be registered and kept up to date. All Members and access cards associated with a property will be associated with the vehicles for that address.
A: Yes! Photo ID Cards will be per person, not vehicle, and will be your personal access to the gates, amenities, and proof of membership. Lanyards are provided at Member Services for ease of use.
A: Children under 14 must be accompanied by an adult and therefore are covered by the adults Photo ID Cards or visitor QR code.
A: In the event of a misplaced or lost Photo ID Card, please check with Member Services to see if it was returned. If a replacement is needed, a new Photo ID Card can be printed at Member Services for a $10 replacement fee.
A: There will be a swipe in and swipe out process at pool amenities.
A: All Member’s, current Associate Members, and current Permanent Contractors, will receive the first Photo ID Card for free. This card replaces the previous gate cards.
A: No. Once done, unless requested or necessary, photos will not need to be updated on a yearly basis.
A: Yes, they will work at the gate during Phase one, and at the pools, beaches, etc. during Phase two. Photo ID Cards are remaining proximity cards that can be swiped at readers.
A: Yes! Photo ID Cards and QR codes will replace wristbands.
A: Children under 14 cannot access amenities without an adult. An adult can swipe or scan for up to 6 total accompanying guests. Ages 14 to 18 are eligible for a Photo ID Card for use without an adult. If the minor wishes not to have a Photo ID Card, a guest pass can be issued when they want to use the amenities, unaccompanied.
A: Yes. All QR codes and Photo ID Cards scanned or swiped will be associated with the address.
A: The QR code was added for Phase two convenience. It DOES NOT affect the card access at all. A Photo ID Card is a proximity card and can be used without the QR code on the back.
A: Yes. Your Photo ID Card is also your Membership ID as required by our Bylaws. However, a digital version is available on the mobile app and can be easily pulled up to replace the physical card if needed.
A: If a member would like to waive their photo being taken, a photo ID, such as your driver’s license, will be required to be presented with your Member Photo ID Card to be valid.
A: Member Photo ID Cards are for deeded members, tenants, or full-time residents. Associate Member or guests passes are available for families 18 and up, for gate access and amenities. Children 6 to 18 would require an adult to accompany them or a visitor pass.
A: Using the ABDi app or website, contractor information can be added and a pass sent to them. During Phase one, please use ABC123 for unknown contractor vehicle information, and enter their company name if you don’t know the personal name of the contractor. A QR code can be sent to the company for entry at the gate or logged at the gate by DPS.
A: Passwords can be changed by logging into the gateaccess.net app or website and clicking on “Login Credentials.” Please contact Member Services if you are locked out of your account.
A: These are read-only fields. For changes to incorrect information, please visit MyALCA, click on the Registration Forms tab, and select the Homeowner Update form or contact Member Services for assistance.
A: This can be updated on your Member Portal on gateaccess.net. To update information click on the “Contact Information,” select “Edit” or “Add Information,” and then click on “Save.”
Arrowhead Lake Community Association
A: Lot – $1,035.00; House – $2,070.00; Capital Improvement Fee for a House – $2,030.00; Capital Improvement Fee for a Lot – $508.00
A: Boat Racks are available annually for sign-up in the spring. Info is sent out when sign-up is open.
A: Information on permit requirements can be found on our website under “MyALCA”. You must have an account to sign in to that portion of the website. If you don’t have an account, click “Register” on the Log-In tab.
A: You can find information on ALCA permits on our website under MyALCA (must have an account).
A: Arrowhead Lake Community offers many amenities and activities for everyone to enjoy. Experience two lakes for boating and fishing, four beaches with picnic and playground areas, three heated outdoor swimming pools, numerous tennis and basketball courts, and a charming, rustic Lodge with fitness room, library, pool tables, and more. A: Dogs are not allowed at any of the amenities.
A: Information on renting your home either short-term or long-term can be found on our website under the “Property Managers/Homeowners” tab under “Rentals”.
A: Bulk Trash is by appointment only. To make an appointment please dial 570-646-1771, then use prompt 8 for Department of Public works.
A: Contacts for local contractors can be found in our quarterly Smoke Signals publication. For other contractors, you can perform a search online or call Member Services to see if they have a list of businesses to offer.
A: Visit our website and go to the “Payments” tab and select “Resale Certificate Request” to access the form.
A: No. This is a private gated community, and all guests must be registered by an owner. If interested in becoming an owner, a licensed real estate agent must be accompanying to obtain a gate pass.
Short-Term Rentals
A: Renters will check in at the MSB/Welcome Center building (located by the Main Gate at Arrowhead Lake) at 961 Arrowhead Drive, Pocono Lake, PA 18347. The off-site Rental Office located at Liberty Plaza, 906 Route 940, Suite #101, is CLOSED permanently as of March 28, 2025. Please make sure your renters are aware of that change.
A: The hours of operation are 10am-10pm daily, including holidays. Note: Homeowners are responsible for informing renter guests the office hours for checking in.
A: Yes, however the only changes to rental guests is that QR codes will be replacing wristbands and gate cards. Each renter guest will receive a QR pass for registered renters ages 6 and up. This can not exceed the occupancy limit on the properties township permit. For example: If the occupancy of the household is 8 then you will only be able to register up to 8 occupants for QR codes. Something to keep in mind—occupancy limit is for the total of ALL overnight guests.
A: Emergencies that may cause an after-hours check in, will have to inform the host of a late arrival. Please call the rental office and let a staff member know that your renters will be checking in after closing. The renters will go to the MSB/Welcome Center to check-in.
A: Renters will use the QR codes the same way they would use a gate card. At any gate or amenity, the renter will scan the QR code for access.
A: Tenants with a 6-month or longer lease agreement will need to get a photo ID, anything shorter than 6 months will receive the same QR passes as an STR. The process for tenants will not be changing.
A: This policy promotes responsible renting within Arrowhead Lake. The last rental policy was passed over four years ago and the volume of short-term rentals has increased substantially since that time, which affects the operations of the Association and access to the community. Additionally, there are now new ordinances affecting short-term rentals in Tobyhanna Township, so there was a desire to make the rental policy consistent across the community. This policy adopts new fees for the purpose of offsetting the cost of overhead that rentals place upon the Association.
A: First, you’ll need to receive and submit to ALCA a permit or license from your respective Township (Coolbaugh or Tobyhanna). Then you’ll need to apply for an ALCA permit. Once you receive both permits, you’ll be permitted to rent your home in Arrowhead Lake.
A: Here are the requirements in order to obtain an ALCA permit:
- Name, address, telephone number, and email address of the owner.
- Name, address, telephone number, of all person(s) in charge.
- Total number of bedrooms.
- If not on Arrowhead Lake Community Association’s sewer system, a septic system inspection report showing the existing system is functioning, and proof that the tank was pumped in accordance with the Arrowhead Lake Community Association Rules and Regulations. This is already a requirement for all homes in ALCA.
- Copy of a valid Short Term Rental license or permit from Tobyhanna/Coolbaugh Township.
- Signatures of the owner and any persons in charge.
- Payment of an annual rental permit application fee.
- A separate permit is REQUIRED for EACH rental property.
- A permit is effective for a period of one (1) year from date of issuance.
- A renewal application for the next year can be applied for up to ninety (90) days prior to the start of the new annual term.
- By signing the rental permit application, the owner/person in charge agrees to abide by, and ensure compliance of, their temporary members with all rules and regulations set forth by Arrowhead Lake Community Association and all sections of this policy.
A: No. You’ll need to apply for a permit for each rental property that you have.
A: The ALCA permit fee is currently set at $100. Fees reflect the costs of administering the rental program.
A: Arrowhead is transitioning away from acting as the business agent to facilitate the private financial transaction between homeowners and their clients. As the renting homeowner, it will be your responsibility to pay for all fees associated with the rental policy not less than one (1) day in advance. This will streamline check-ins, especially during busy periods.
A: Going forward, the renting homeowner will be issued a “Failure to Comply” citation for any violation of the Short-Term Rental Policy or for any of the following violations that their renter(s) commits during their stay in Arrowhead:
a. Illegal Dumping
b. Disturbing the peace
c. The use of fireworks
d. Improper use of gate cards
e. Failure to register a renter or day guest
Renting homeowners will be cited for the renter’s bad behavior and will have a right to appeal citations they receive through the Appeals Committee. All fines shall be imposed and all suspensions shall commence at the conclusion of ALCA due process procedures.
A: As a renting homeowner, ALCA recognizes your right to responsibly rent your home. We must balance that right with your neighbor’s right to enjoy their property without disturbance or danger.
A: Each time a renting homeowner is issued a “Failure to Comply” citation, they have the opportunity to appeal the citation in the Appeals Committee. In the event of a conviction, they are issued the appropriate penalty. On the third penalty for the same property, your ALCA rental permit shall be suspended for a period of 90 days. You cannot rent your home while your ALCA permit is suspended.
A: Each “Failure to Comply” violation is tied to the specific permit of their rental property. If you’re a renting homeowner with two rental properties and one property receives three citations and convictions but the other receives none, your permit will only be suspended for the property that received the citations.
A: Each convicted offense is removed from a renting homeowner’s file after twelve consecutive months of good behavior where no citations and convictions have been issued while their rental privileges remain in effect.
A: In the event that a Member intentionally calls Public Safety while knowing there is no violation occurring, they shall be cited with a “False Nuisance” violation, which carries a $500 penalty. ALCA will not tolerate false complaints.
Friendly reminder, homeowners are responsible for renewing long term tenant fees and leases each year.
